The Department of Intangible Cultural Heritage (ICH) of the Ministry of Culture and Tourism has been implementing the pilot project "ICH in Communities" since 2017. Aiming at protecting and transmitting ICH in the communities amidst urban development, eight cities, namely Beijing, Shanghai, Wenzhou, Qingdao, Dongying, Jingzhou, Chengdu, and Shenzhen have been selected for the pilot project.

The exchange conference of the "National Experience Exchange Activity on 'ICH in Communities'" in 2023 brought together the representatives from the pilot cities, as well as the departments (bureaus) of culture and tourism at the provincial (regional and municipal) level, ICH work units, and experts in Shenzhen. The conference served as a platform for exchanging knowledge and sharing their practices and achievements. The participants engaged in discussions on sustainable approaches to promote the safeguarding of ICH. The Intangible Cultural Heritage Office (ICHO) was invited to take part in the event and shared the experiences in fostering community involvement in safeguarding and transmitting ICH in Hong Kong. This conference aimed for a higher level of cultural cooperation between Hong Kong and the provinces and cities of China.
